May 24, 2025: According to Ambassador P. Harish, "Pakistan violated the spirit of the Indus Waters Treaty by inflicting three wars and thousands of terror attacks on India."
India struck Pakistan's "disinformation" at the UN on the Indus Waters Treaty, claiming that Islamabad had broken its spirit by attacking India with thousands of terror attacks and three wars that aim to capture civilians, maintain religious harmony, and promote economic growth.
"We are compelled to address the misinformation being spread by the Pakistani delegation concerning the Indus Waters Treaty. India's Permanent Representative to the United Nations, Ambassador Parvathaneni Harish, stated on Friday that his country has always behaved responsibly as an upper riparian state.
Harish was speaking at the Arria Formula meeting of the UN Security Council on "Protecting Water in Armed Conflict – Protecting Civilian Lives," which was hosted by Slovenia's Permanent Mission.
In order to expose Pakistan's "disinformation" over India's decision to halt the Indus Waters Treaty, Harish outlined four aspects.
Following the terrible Pahalgam incident in Jammu and Kashmir on April 22, which claimed the lives of 26 civilians, India resolved to put the 1960 Indus Waters Treaty on hold until Pakistan renounced its backing for cross-border terrorism in a credible and irreversible manner.
Harish informed the UN assembly that India had acted in good faith when it signed the Indus Waters Treaty 65 years prior.
Harish stated that throughout these six and a half decades, "Pakistan has broken the spirit of the pact by inflicting three wars and thousands of terror attacks on India," citing the Preamble to the pact, which states that it was concluded "in a spirit of good will and friendliness.
He pointed out that terrorists even targeted Jammu and Kashmir's Tulbul Navigation Project in 2012.
"These callous actions nevertheless put human lives and the security of our initiatives at risk.
In light of this, India has now declared that the pact will remain in effect until Pakistan, a major worldwide hub for terrorism, resolutely and legitimately withdraws its support for cross-border terrorism. It is evident that Pakistan continues to violate the Indus Waters Treaty.
At a UNSC open debate on "Protection of Civilians in Armed Conflict" earlier in the day, Harish gave a forceful response to Pakistan, denouncing its "grossly hypocritical" actions and claiming that a country that does not distinguish between terrorists and civilians is unfit to talk about protecting civilians.
Harish blasted Pakistan's fabricated accusations and claimed that India had endured decades of terrorist attacks sponsored by Pakistan across its borders after Pakistan's ambassador to the UN, Asim Iftikhar Ahmad, discussed the recent conflict between the two nuclear-armed nations and the Kashmir issue.
From the horrifying 26/11 incident on Mumbai to the heinous mass killing of defenseless tourists in Pahalgam in April 2025, this has happened. Since the goal of Pakistani terrorism has been to undermine our prosperity, advancement, and morale, the majority of its victims have been civilians. It is disrespectful to the world community for such a country to even take part in a debate about protecting civilians, Harish remarked.
After 26 people were killed in the Pahalgam incident, tensions between India and Pakistan increased. Pakistan attempted to assault Indian military bases on May 8, 9, and 10 after India began "Operation Sindoor," which involved precision strikes against militant infrastructure in Pakistan and Pakistan-occupied Kashmir in the early hours of May 7.
The acts of Pakistan were met with a fierce response by the Indian side. After discussions between the two sides' directors general of military operations on May 10, the on-ground fighting came to a conclusion with an agreement to cease military operations.
Pakistan has frequently utilized civilian cover to further its terrorist agenda, Harish told the UN Security Council.
