July 14, 2025: At an official event in Baramulla on Sunday, Lieutenant Governor Manoj Sinha handed appointment letters to the next of kin (NoKs) of terror victims, a significant step toward bringing justice to their families. The initiative follows the L-G’s interaction with victim families in Anantnag on June 29, during which he had assured them that eligible NoKs would receive government jobs within 30 days. Fulfilling that promise, the administration issued appointment letters to 40 individuals from affected families. Officials said the process will continue until every eligible terror victim family is rehabilitated.
During the event, family members who lost their loved ones to terrorism shared their stories, recounting horrifying incidents and accusing Pakistan-sponsored terrorists and their sympathizers of orchestrating the violence.
Reaffirming his commitment to justice and dignity for the victims, the L-G said, “Terror victim families, forsaken and forgotten, suffered silently for decades. Stories of their loved ones, brutally killed by Pakistan-backed terrorists, are finally coming to light. Their truth was deliberately suppressed. No one came forward to wipe their tears. Everyone knew who the killers were, but no one delivered justice to the elderly parents, wives and siblings left behind.”
In addition, L-G Sinha issued a severe warning to what he referred to as "conflict entrepreneurs," who, according to him, spread divisive narratives that pose a threat to the integrity and sovereignty of the nation. “For nearly three decades, these individuals thrived by pushing a false narrative that portrayed terrorists as victims and India as the aggressor. This fabricated version of history is now being dismantled. The real victims—the innocent civilians—have exposed the truth about Pakistan’s role and unmasked those who profited from conflict.”
He assured that the era of rewarding perpetrators of violence is over. “The days of rehabilitating the murderers of common Kashmiris and employing the families of feared terrorists are long gone. We are identifying such elements and removing them from government services. Those still working to nourish the terror ecosystem at the behest of Pakistan will face strict legal action,” he asserted.
The L-G announced that the administration will now proactively reach out to every affected family across Jammu and Kashmir to ensure justice, rehabilitation and livelihood support. He also promised a thorough investigation into the killings of Kashmiri Pandits by Pakistan-sponsored terrorists.
“Helplines have been set up in all districts to register grievances of terror victims. We have started receiving hundreds of complaints, even from the 1990s. Many of these cases never had FIRs registered, and in some, properties were encroached or destroyed. I assure all that the culprits will not be spared,” Sinha said.
