
Aug 28, 2025: An officer said on Wednesday that a 16-year-old boy was apprehended for allegedly dragging a factory worker for a considerable distance and mowing him down with his car in Delhi's Samaypur Badli. The victim was dragged for approximately 600 meters before being dumped near the NDPL office gate number 5, according to preliminary investigation and CCTV footage.
A chilling scene from the CCTV footage of the incident shows the accused driving a red car, ramming into the victim and dragging him along the road as the victim desperately tries to escape. The images also show the car briefly coming to a stop for a few seconds before the driver accelerates again at a high speed, scattering the victim's shoes on the road.
The officer stated, "Despite stopping for a while, the driver, who was aware that the injured man was stuck underneath the car, chose to drive further," and added that an FIR of culpable homicide that did not amount to murder had been filed by the police. On August 23, around 7 p.m., the Samaypur Badli police station received a PCR call reporting that a man had been severely injured in a road accident.
Sujeet Mandal, who was 32 years old at the time, was found unconscious with a number of injuries when the team got there. V Hareshwar Swami, Deputy Commissioner of Police (Outer North), stated that he was later pronounced dead at Burari Hospital. Mandal lived in Raja Vihar in the Badli Industrial Area and worked at a PVC pipe factory. According to the DCP, Jitesh, the victim's spouse's brother, recognized him. Police traced the car to a house in Mandoli area after analysing CCTV footage from the factory and nearby areas.
During the investigation, it was found that the driver was a class 11 student, the DCP said.
The vehicle, registered in the name of the boy's sister, was impounded. The DCP added that the minor was brought before the Juvenile Justice Board and placed in a 14-day correctional facility. According to the police, the boy had taken the car to a mechanic to have it fixed. "Initially, the mechanic drove the vehicle, but later, the child took the wheel. He hit the victim after driving a short distance.
According to the officer, "His parents will also be held accountable under the Motor Vehicles Act." The victim's brother-in-law, Jitesh, demanded severe punishment for the child, claiming that the boy's actions were cruel and purposeful. "The boy who knowingly dragged him under his wheels and left him to die must be punished severely. Jitesh stated, "We are aware that he has been apprehended, but justice ought to be served quickly." He went on to say that Mandal was the only breadwinner, so the family was broken up. "In order to provide for his family, my brother-in-law worked hard in the factory. He didn't dislike anyone. What happened to him is unimaginable. He stated, "He did not deserve such a cruel death."
